  Mars colony liberation before solar system

  Why was it that the colonies on mars were allowed to be liberated and then the GGLN had to start from outside and work their way back in?

  I have some ideas but I’d like to hear from Corey or anyone else that has an explanation that I may have missed, or if ideas are similar to mine.
